Adam has worked across the public, private and third sectors, delivering social value projects and programmes for over 15 years. This area of expertise developed after being given the responsibility of refreshing the approach to community benefit within a local authority. Since joining the Centre, Adam considers that the field of social value evolved quickly and this has allowed him to shape and develop new and ground breaking projects and programmes.
Adam has helped a number of Registered Social Landlords (RSL’s) strategically review and refocus their social value aims and objectives, with a more tenant centred approach; delivered bespoke stakeholder engagement activities that support a variety organisations to understand and develop their social value reform needs.
Recent projects have included; Research and analysis for Welsh Government relating to the social value landscape in Wales, work with a variety of Local Authorities and of Public Bodies to generate procurement opportunities for social businesses and supporting private sector organisations to develop and manage their social value tender responses.

Aled Guy
Head of Sustainability & Net Zero Carbon Management

Aled is a Chartered Geographer and a Fellow of the Royal Geographical Society, with a strong expertise and passion for sustainability. He currently leads and implements the Procurement deliverables outlined in the "Delivering a Net Zero NHS" strategy for NHS Wales Shared Services Partnership (NWSSP), an independent organisation owned and directed by NHS Wales. In his role, Aled serves as the board-level net zero lead for Health Boards, Trusts, and regional NHS teams. He develops and executes NWSSP's approach to sustainable development and provides senior professional advice.
Aled engages and collaborates with a variety of internal and external stakeholders to ensure a comprehensive approach to sustainability and carbon neutrality, aligning these efforts with the organisation’s values and corporate goals.
He is a skilled communicator who proactively works with partners to drive energy and sustainability improvements. Aled collaborates with all procurement teams across Wales to integrate decarbonisation opportunities into their sourcing and supply chain plans, linking them with the Foundational and Circular Economy.
Aled also has experience in creating Circular Economy and Carbon Literacy strategies, which are incorporated into broader corporate plans.

Alex Small
Digital Platforms & Innovation Lead

Alex Small is the Digital Platforms & Innovation lead for Tata Steel UK. This role involves the delivery of product information for Tata Steel’s UK businesses as well as the digital reach and interlock of the business through its data and platforms. Although starting with product-specific data, Alex’s role looks at ways in which a wide-ranging array of data might be linked to physical products (through Tag & Track and Digital Twins) to add value for product traceability, circular economy and digital integration as a whole.
Alex sits on several working groups, including the Lexicon working group and GS1 UK Construction group, he also represents worldsteel and UK steel in digital construction standards committees. He is an active member of Constructing Excellence - chairing their manufacturing, technology and offsite theme group - and sits on Construction Product Europe’s Digital Task Group.
Recently, Alex headed up Tata Steel’s involvement with the SEISMIC project – a construction platform predominantly geared towards modular manufacturers. Alex is a keen advocate for structured data, IoT, DfMA, offsite construction and an integrated, digital, built environment.

Alice Horn has been working at the Office of the Future Generations Commissioner for Wales for the last six years. In her role as a Sustainable Development Advisor, she supports public bodies and regional partnerships to achieve meaningful impact, drawing on skills she developed as part of the Future Generations Leadership Academy Alumni.
She also works on the well-being economy mission, ensuring Wales transitions towards an economy that prioritises people and planet. Within this, Alice’s priority areas include economic development strategies, Real Living Wage and AI. She also leads on the Commissioner’s work around procurement policy and implementation of recommendations from the first Section 20 Procurement Review.

Carla Lavender has over 20 years of experience in public sector procurement, including eight years leading collaborative teams across a range of categories. At the National Procurement Service (NPS), she led senior legal professionals in developing two major national frameworks for Solicitor and Barrister services, and directed procurement teams in high-risk areas as interim Head of Food, and later as interim Head of Fleet and Professional Services.
As a Senior Manager for Procurement Reform, Carla supported the development of procurement policy and legislative guidance, and acted as the single point of contact for Learning & Development between the Cabinet Office and the Welsh public sector. To complement the UK Government’s core L&D offer for the Procurement Act 2023, she developed supplementary bilingual training tailored to the Welsh context. This training also supported stakeholder readiness for the Social Partnership and Public Procurement (Wales) Act 2023 and the Health Service Procurement (Wales) Act 2024.
In her current role as Senior Procurement Review Unit Manager, Carla plays a central role in supporting compliance with the new procurement regime in Wales. She leads the implementation and refinement of processes that monitor the integrity and efficiency of procurement activities, ensuring contracting authorities adhere to regulatory requirements. Carla also collaborates closely with stakeholders to assess procurement practices, take corrective action where necessary, and assess supplier exclusions under the Procurement Act 2023.

With a passion for adding value and making a difference be it commercially or through developing procurement talent, Catherine’s mix of private and now public (HE) sector experience enables her to bring change and a different lens to procurement at USW, balancing commerciality with the legislative requirements of the sector.

During this time she worked with colleagues across Cabinet Office and Department for Digital, Culture, Media and Sport to deliver the pilot procurement for delivery of social value within CCS, and helped develop PPN 06/20 on Social Value for Central Government.

David has over 30 years’ experience in managing complex supply chains in both the private and public sectors, and internationally. He is passionate about the value that the procurement and supply profession can add and has built his career developing high performing teams and being a business leader and advocate for the profession. Before joining CIPS, David was the Deputy Government Chief Commercial Officer, responsible for developing the capabilities of the procurement organisation across government and the wider public sector, with £50 billion of procurement spend under management and some 6000 procurement professionals in central government, who form the Government Commercial Function. David began his career in the public sector with the Home Office, where he became a part of the executive leadership team as the Chief Commercial Officer, managing a procurement spend of £4bn, revenue generation of nearly £2bn with a direct team of 300. Prior to joining the public sector in 2008, David had an extensive career in the private sector across multiple sectors, including technology and telecoms with Sony, Cable & Wireless, Vodafone and Orange. David has also worked with private equity and was the European Commercial Director in a leveraged buy out of Hertz from Ford, with a subsequent re-engineering of the global business and its supply chains, resulting in a successful IPO. David has lived and worked overseas, and was also a volunteer in Africa with Raleigh International, a youth development charity.

Dot has worked for many years for BBC Wales, ITV Wales, S4C, BT Sport, Radio 5 Live and Radio 4, and now presents the BBC Radio Wales Breakfast Show. She has hosted the Rugby World Cup for ITV and six nations for the BBC.
A fluent Welsh speaker, Dot’s broadcasting career very much began in the world of sport, however her network profile was elevated with her presence at Wimbledon for the BBC for many years. Her annual catch ups presenting alongside John McEnroe on ‘6love6’ a particular highlight!
She has since ventured into the world of current affairs, presenting for Radio Wales, Radio Cymru and Radio 4, along with S4C’s flagship ‘Y Byd ar Bedwar’ and ITV’s Wales This Week.
Her versatility further demonstrated by presenting the National Eisteddfod for S4C in 2022 from her home county of Ceredigion, and she has many more exciting projects to be revealed over the coming months.

Prior to joining techUK in April 2022, Heather worked in the Economic Policy and Small States Section at the Commonwealth Secretariat. Helen Carter is an experienced procurement professional who after 10 years in the profession found a new way of making it even more interesting – namely sustainable procurement. After working in Direct mail, manufacturing and then Infrastructure construction Helen embarked on a journey to embed the flexible framework and drive more sustainable procurement practices.
During her career at Action Sustainability, she has worked with a wide variety of clients, including Network Rail, TFL, MOJ, RBI, Skanska, Balfour Beatty, United Utilities and too many more to mention.
In addition to sustainable procurement, she also has a focus on Modern Slavery and Human Rights within supply chains, expanding her expertise and becoming AS’s centre of knowledge in the fight to combat modern slavery. In 2018 she was awarded a Top 100 influencer in this space and more recently she was part of the technical authoring committee and panel for the new British Standard BS25700 – Organisational response to modern slavery. As part of her role, she has worked with her clients to upskill their teams and supply chains as well as helping them and their supply chains implement effective modern slavery and human rights due diligence activity.
Projects have been varied and include developing and delivering training courses, providing procurement and supply chain support, ranging from developing strategies and policies to supplier development plans, PQQ’s, ITT’s, risk assessments and category strategies.

Ian Schollar is the Head of CIPS Business Study Centre at CIPS and has had a progressive career in procurement and commercial roles spanning over 30 years in both public and private sectors.
He started his career with Mallory Batteries (Duracell) in 1983, before spending 15 years working within both central and local public sector organisations.
He was responsible for procuring a diverse range of categories from breathing apparatus for fire fighters to high tech radar systems for air traffic controllers. In 1998, Ian became a Senior Advisor for Crown Agents, an International Development Agency.
He was project lead on numerous capacity building projects working in Africa, the Middle East, Central Asia and Eastern Europe and headed up the procurement and supply chain training at their Training Centre. Ian has worked at CIPS since 2005 and has a particular passion for professional development. Ian is a Fellow of CIPS and holds a Master’s Degree in Management, Learning and Leadership from Lancaster University Management School.

John Fitzgerald Coyne nicknamed ‘Fitzy’ is an expert at developing commercial strategy and skills for the modern business. Named after the 35th President of the United States he had the privilege of working closely with his sister Eunice Kennedy Shriver a long-time advocate for children's health and disability issues who founded the movement that became Special Olympics. John began his career in the Irish tourism sector and in 1991 became the first ever Commercial Director at Liverpool FC where he was tasked with broadening the financial, commercial and business development aspects of the club. After leaving Liverpool FC, John spent some time at Sports Wales before moving to the health sector where he has largely remained since. John was most recently the Managing Director an NHS owned Teckal Company, SWFT Clinical Services Ltd. Here he managed a turnover of approximately £50m a year and 280 staff. He’s appeared on ‘This is your Life’ and ‘Question Time’ and interviewed Pierce Brosnan, Liam Neeson, Cecelia Ahern and Colin Farrell for cover stories for the Irish Post newspaper, and once even presented to a President! John is a keen runner and lives with his wife Lisa and daughter Darcy. He became the Director Commercial and Procurement for the Welsh Government in September 2021.

In recent years I have worked at a senior level in Nottingham University Hospitals NHS Trust and my present role in leading Procurement Services within NHS Wales. I hope my experience over many years of working within different political and operational environments in the NHS has allowed me to develop a keen sense of what works well (and not so well). Kseniya is a well respected commercial and procurement delivery director with over 7 years experience of working in and with the public sector. She has deep practical knowledge of the procurement legislation (the Public Contracts Regulations 2015 and the new Procurement Act 2023). Her experience spans central and local government procurement policy and global best practice which she applies throughout the commercial lifecycle to advise clients on best and proportionate approaches to engage with the market to deliver the desired outcomes from initial mobilisation to the entire fulfilment of all contract obligations.

Richard came into public procurement “From a background of Logistics, Branch Management and B2B Sales in the private sector.” Initially as one of Cardiff Councils operational procurement team where he ran the County Supplies Catalogue and a delegated suite of procurement frameworks; then to a joint Welsh Government & WLGA initiative, the Welsh Local Government Procurement Support Unit; from there to the WLGA core team.
A champion of social value and the wellbeing of future generations; he's taking a pivotal role in central/local government relations, coordinating the National Procurement Network for councils in Wales and much more. Army of one and fiercely loyal to his procurement officer network, he is coordinating local government responses to consultation and participating in the Government's reform programme. In 2021 Richard initiated the NPN Market Intelligence Expert Group and currently acts as researcher, editor, publisher. He says that he’s just a middleman; the value comes from the people on the group and the knowledge they have; but that’s what Richard does, he brings the good from the people he’s with.
Richard has been speaking on the National stage, at the National Local Government Procurement Expo about Procurement in Difficult Times, about the Local Government Showcase at the National Social Value Conference and about Digital Transformation in a Gov News Masterclass. Wales representative to LGA's National Advisory Group for procurement, he's providing a weekly bulletin to an extended network of 114 procurement stakeholders and is credited in the Social Value Roadmap 2023, an important document nationally.
So far, in 22/23 he's appeared in 10 separate external (non-WLGA) searchable and public facing digital media events. There were at last count 21 separate live events online featuring interviews, presentations, keynotes and reports where Richard is recorded or credited as a contributor.

Rob has been involved in the waste management industry for most of his career, working in a variety of senior management and project management roles; this included developing and managing three large landfill operations in Wales as regional landfill manager. In 2004, Rob decided to concentrate his efforts as Managing Director and joint shareholder of Natural UK Limited and has since developed a profitable waste collection and environmental management business.
His specialist knowledge on waste management legislation and his expertise in the development and operation of waste treatment and disposal facilities has enabled us to develop our unique waste treatment facility – to recover and re-use the paper fibre and plastics from traditional offensive wastes that would otherwise be disposed of at landfill.

Rob has a background in energy management and has delivered many energy engineering feasibility assessments and energy efficiency surveys. Warren is one of the commercial and procurement specialists working as part of the Welsh Government sponsored Cyd service (formerly the 'Procurement Centre of Excellence'). He has almost 30 years experience across private and public sectors, leading transformative projects to introduce new ways of thinking and working in procurement. Warren joined the UK Government Digital Service (GDS) in 2012, with responsibility for ensuring the UK government’s Digital Marketplace directly supported digital transformation. He introduced user-centred, design-led, data-driven and open approaches to public contracting – the foundational step-change in procurement envisioned in the UK Government Transformation Strategy.
Between 2018-2021, Warren led the GDS Global Digital Marketplace Programme, helping emerging economies make their public procurement more transparent, improve systems that govern public spending, improve scrutiny through better quality open data, and build institutional capability and capacity to ensure sustainable change. Penodwyd Mark yn Ysgrifennydd y Cabinet dros Gyllid ar 3 Tachwedd 2017. Ar 12 Rhagfyr 2018 penodwyd Mark yn Prif Weinidog Cymru a daeth yn aelod o'r Cyfrin Gyngor ar 13 Chwefror 2019. Penodwyd Mark yn Brif Weinidog ar 13 Mai 2021.
