Sustainability and Net Zero Zone
The Welsh Government has set an ambitious decarbonisation objective to cut emissions by at least 45% by 2030. To achieve this, a target has also been set for the Welsh public sector to become carbon neutral by 2030.
With this in mind, the Welsh Government has set a target of 70% recycled content of all wastes by 2025, increasing to 80% by 2030 and through the maximum leverage of public procurement, it is envisaged that there can be a significant shift away from those materials with the highest carbon footprint and ensure that re-usable, re-used, re-manufactured and recycled content goods are considered first.
The Sustainability and Net Zero Zone at Procurex Wales will host several sessions dedicated to exploring why understanding Wales’ public sector procurement sustainability requirements and decarbonisation targets are crucial to securing business in the Welsh public sector marketplace.

Aled Guy
Head of Sustainability & Net Zero Carbon Management
Aled is a Chartered Geographer and a Fellow of the Royal Geographical Society, with a strong expertise and passion for sustainability. He currently leads and implements the Procurement deliverables outlined in the "Delivering a Net Zero NHS" strategy for NHS Wales Shared Services Partnership (NWSSP), an independent organisation owned and directed by NHS Wales. In his role, Aled serves as the board-level net zero lead for Health Boards, Trusts, and regional NHS teams. He develops and executes NWSSP's approach to sustainable development and provides senior professional advice.
Aled engages and collaborates with a variety of internal and external stakeholders to ensure a comprehensive approach to sustainability and carbon neutrality, aligning these efforts with the organisation’s values and corporate goals.
He is a skilled communicator who proactively works with partners to drive energy and sustainability improvements. Aled collaborates with all procurement teams across Wales to integrate decarbonisation opportunities into their sourcing and supply chain plans, linking them with the Foundational and Circular Economy.
Aled also has experience in creating Circular Economy and Carbon Literacy strategies, which are incorporated into broader corporate plans.
Charlene Maginnis
Head of Policy Delivery for Supply Chains & Service
Charlene is the Head of Policy Delivery for Supply Chains & Service Offering at Crown Commercial Service, the largest public buying organisation in the UK. Charlene moved into the commercial policy arena after over 12 years in category and commercial roles in the public sector. During this time she worked with colleagues across Cabinet Office and Department for Digital, Culture, Media and Sport to deliver the pilot procurement for delivery of social value within CCS, and helped develop PPN 06/20 on Social Value for Central Government.

He brings a wealth of experienced in leading collaborative procurement across multiple organisations within the Public Sector, designing and delivering innovative supply solutions to maximise value through supply chains.

Keir Warner
Head of Procurement
Keir Warner is the Head of Procurement for the Swansea Bay integrated Partnership. This brief covers Frontline Procurement responsibility for Swansea Bay university Health Board, and National Sourcing responsibility for the Provisions, Hotel Services and Radiology Maintenance.
With over 18 years procurement experience, Keir has delivered hign value and complex contracts, with a focus on sustainable procurement. Keir's other professional interests include learning and development and continuous improvement.
Kevin Hammett
Senior Delivery Manager
Kevin has a science and engineering background with degrees and a career history in Geology, Physics and Engineering, alongside a practical career of 45 years, running an SME construction company since his teens.
After more than 20 years in the private sector, working for multi-national companies, he made a complete career change by joining the Welsh Development Agency to head up the Welsh Hydrogen and Fuel Cell Project before developing the Optimised Retrofit Programme for Welsh housing and finally moving to his current role in the Welsh Government, responsible for emissions reporting and delivering the low carbon heat project in the public sector.
Robert Hatcher
Associate Director
Rob has 15+ years’ experience in the sustainability field and leads on Carbon Trusts organisational Net Zero support services. He has been working alongside public bodies on the development of their decarbonisation plans for over a decade and is the project director for Welsh Governments Net Zero reporting programme. He has extensive experience in carbon accounting, target setting, project assessment and net zero action plans.
Rob has a background in energy management and has delivered many energy engineering feasibility assessments and energy efficiency surveys. Currently Rob is working tirelessly on public sector supply chain decarbonisation efforts. He is supporting public bodies to improve their supply chain carbon accounting and management processes through the development of public sector Net Zero procurement approaches.
Warren Smith
Director of Insight, Innovation and Impact
Warren is one of the commercial and procurement specialists working as part of the Welsh Government sponsored Cyd service (formerly the 'Procurement Centre of Excellence'). He has almost 30 years experience across private and public sectors, leading transformative projects to introduce new ways of thinking and working in procurement. Warren joined the UK Government Digital Service (GDS) in 2012, with responsibility for ensuring the UK government’s Digital Marketplace directly supported digital transformation. He introduced user-centred, design-led, data-driven and open approaches to public contracting – the foundational step-change in procurement envisioned in the UK Government Transformation Strategy.
Between 2018-2021, Warren led the GDS Global Digital Marketplace Programme, helping emerging economies make their public procurement more transparent, improve systems that govern public spending, improve scrutiny through better quality open data, and build institutional capability and capacity to ensure sustainable change. In addition to co-leading the UN's International Telecommunication Union (ITU) 'United for Smart Sustainable Cities' (U4SSC) Thematic Group on ‘Procurement for Smart Sustainable Cities’ and Working Group on 'Intergenerational Procurement for People-Centred Cities', Warren has also led a Thematic Group of the Organisation for Economic Cooperation and Development (OECD) Working Party of Senior Digital Government Officials, focused on ‘GovTech Commissioning’, supported the OECD Working Party of Leading Practitioners on Public Procurement as a peer reviewer, and contributed to the development of the OECD ‘Integrating Responsible Business Conduct in Public Procurement’ report.
Kirsten Green MCIPS

Kristen joined Crown Commercial Service (CCS) in 2013 and has worked in various roles across the business over the past 10 years including project management, commercial strategy of £bn frameworks and business development.
Kristen recently followed her passion for the environment and took on the position of Head of Sustainability, working to decarbonise the £30bn annual spend through CCS. Kristen works closely with public sector buyers, suppliers and industry bodies to help accelerate the journey towards achieving CNZ by 2050 at the latest.
